Since we have several places which accept ~/ and none which accept ~user/, I
don't think we should be noting the behavior all over the place.  I think the
issue is more of expecting SpamAssassin to treat all paths like a shell would,
and I don't understand the basis for that assumption (bayes_path doesn't do
globbing either, for instance).

I'm tempted to close as WONTFIX, anyone else want to chime in?
