Forget the original "bug" report, which turned out to be a missppelled parameter.

However FOP do not write out the footer on two ocations.When an list or table fills more than one page, the footer is NOT written (or its height is 1 point).

When using a background-color on the block in the xsl.refion-after, only a thin colored line are drawn on these ocations.
