This allows for consumers of MDQ to call the factory to register custom implementations, and it also allows for the static initialization overrides that take place in the registry now. We can also allow for a file based override. The MetadataFactoryRegistry will be updated to read a file that contains a list of interfaces and overrides. It will then register these overrides, and these overrides will take precedence over the static overrides in the initialization code.
