thank you very much for reporting on this.
i'm not even sure we still build the doxygen docs.

we've been working hard on extracting the doxygen docs into actually useful
reference documentation here: https://docs.trafficserver.apache.org/en/latest/reference/api/index.en.html
which is also installed as man pages!
