Ignite TC bot was updated

Hi Igniters,

The bot was updated (V20180923 is now running).

Changes:
 - Optimized data storage, several caches were replaced with in-memory to
reduce disk pressure.
 - It uses new email notifications text, this text explains what do to with
failure.
 - Build-in monitoring of latest executed background tasks within bot
(time, result or exception).
 - Async start and activation of Ignite, - service is up and running
immediately after web server start, but data from Ignite not returned (HTTP
code 418 is returned in this case).
