I assume you propose this as a temporary solution for shipping 1st party packages as part of "fat distro", i.e. the distro tgz contains all pacakges. I see the need until we have PGP validation. But I'm not sure that yet another pacakge validation method is a good idea - it means we need to support it and people will start patching this file in place of signing their artifacts as they should.
Once packages become separate release artifacts I think we should seek to embrace PGP and validate against project's KEYS file.
