When parsing URIs, please change program behavior to ignoring empty anchors.  Or
add a flag or new routine to ignore them.  Since URIs with empty anchors are
unclickable, there's not much utility in checking them, at least against URI
domain lists.  Empty anchors are being used to make URI checking less effective
by adding many unusable ones in an attempt to hide the real ones.  In other
words empty anchors are being used to exploit the limited number of URIs that
can be checked per message.  Ignoring them could therefore be a good policy.
