reducing the insanity level of this release

There is a way to test out what we're doing here without making a tag
and a formal candidate.

Or, at least, there will be when I commit something in a moment.

mvn -Prelease,mahout_release,fastinstall deploy

will publish a SNAPSHOT with full release processing, including full
distro packages and signatures.

I'm running one now to prove that I've dealt with the signature issue.
