With the new cmake build, we look for the programs apr-1-config and apu-1-config - are these installed in a non-standard place on your system?
There's also the advanced options APR_CONFIG_EXECUTABLE and APR_UTIL_CONFIG_EXECUTABLE which should let you specify the location of these executables manually, although I have not tried it.
