FYI: Batik moved to Apache License 2.0

Hello,

The Batik project has been moved to the latest Apache License 2.0 and 
Thomas just let me know the commit message bounced so it did not make it 
to the mailing list.

Note that each file now has the exact years when significant changes 
happened. Commiters should remember to add the current year in the 
copyright header everytime they make a significant change to a file.
