passbrigade failing

Hey, Doug!

apache/passbrigade..Out of memory!
dubious
	Test returned status 1 (wstat 256, 0x100)
DIED. FAILED tests 16-144

doh!  i will have a look soon.  in the meantime if it is a problem, you
can have it skipped with:

% echo apache/passbrigade > t/SKIP

ok, try now.  the test uses far less memory, like 20Mb less!
