Using OpenOffice.org 3.4.1 on Windows 7-64bit, the text with vertical layout
could be correctly rendered if it is “Export as PDF”.
As for the bug about turning the text 180 degree and then export it into PDF,
It could be successfully replicated on my computer. The information below
shows how I replicate the bug, and some other test cases about similar
situations.

Summary:
1. For the first bug, since I ran the files on a different platform, I’m not
sure if install a newly official build could solve the problem.
2. For the second bug, there’s probably a problem about vertical text if rotate
it other than 90 and 360 degrees and then export it as PDF.
3. Rotate a normal text at any degree and then export it as PDF seems working
fine, thus you can use a normal text with a corresponding rotation degree to
meet the result of the specific rotation of vertical text.

Builds used:
OpenOffice.org 3.4.1

Platform/OS:
PC/Windows 7
Adobe Reader 9

Test cases about rotating the text:
1. Ran the odt file provided, it produced the same result as the attachment
    shows.
2. Rotate the text on the right at 90 degrees. The text in PDF file exported
from OO (Exported as PDF) looks well and correct.
3. Rotated the text on the right at 270 degrees. The text in PDF file exported
from OO (Exported as PDF) became a small black regiment.
4. Rotated the text on the right at 360 degrees. The text in PDF file exported
from OO (Exported as PDF) looks well and correct.
5. Rotated the text on the right at 60 degrees in order to test the irregular
degrees. The text in PDF file exported from OO (Exported as PDF) was also
    corrupted.
6. Rotated the text on the right at 92 degrees in order to test the irregular
degrees. The text in PDF file exported from OO (Exported as PDF) also
corrupted into a small black regiment but at a different position.

7. Created a new normal text instead of vertical text above, and then rotate
this text as 90 degrees. The text in PDF file exported from OO (Exported as
    PDF) looks well and correct.
8. Rotated the new text at 180 degrees. The text in PDF file exported from OO
(Exported as PDF) looks well and correct.
9. Rotated the new text at 270 degrees. The text in PDF file exported from OO
(Exported as PDF) looks well and correct.
10. Rotated the new text at 360 degrees. The text in PDF file exported from OO
(Exported as PDF) looks well and correct.
11. Rotated the new text at 60 degrees in order to test the irregular degrees.
The text in PDF file exported from OO (Exported as PDF) looks well and
     correct.
12. Rotated the new text at 92 degrees in order to test the irregular degrees.
The text in PDF file exported from OO (Exported as PDF) looks well and
     correct.

Export as PDF setting:
File>>Export as PDF>> [PDF Options: left all the default selections] Export
