[Catalina] Timeframe

Now that the build process is broken, I get an error message when trying to 
load conf/server.xml. It appears that the file is in the proper place.

Has the Catalina engine been started before? Between the build glitches and 
this error, I want to make sure someone (Craig?) has gotten the basic 
engine up and running.
