When using Multiple Tomcat 4 Instances by defining
CATALINA_BASE different than CATALINA_HOME, the
/admin application fails. The reported error involves
loading of WEB-INF/lib/struts.jar. If the jar is
expanded into the WEB-INF/classes directory and deleted
from the lib directory, the /admin application works.

Any jar file in WEB-INF/lib/xxx.jar causes the
application to fail. (e.g. add any jar to the /manager
application, and that application will fail.
