Black Applied on Airflow Codebase

Hi all,

PR to apply black <https://github.com/psf/black> to Airflow's entire
codebase has been merged - https://github.com/apache/airflow/pull/9550 and PR
to run PyUpgrade <https://github.com/asottile/pyupgrade> has been merged
too - https://github.com/apache/airflow/pull/11447, so please rebase your
PRs on latest Master.
