A {{RelRunner}} is typically obtained from a JDBC connection, by calling {{connection.unwrap(RelRunner.class)}}. As such, {{RelRunner}} is an extension to the JDBC driver, and therefore the {{RelRunner.prepare(RelNode)}} method should throw {{SQLException}}, rather than {{RuntimeException}} as it does today.
