Commons Proposal Accepted

The PMC has voted to accept our original proposal.

In the meantime, we tweaked the proposal and guidelines somewhat 
following the initial submission, and ended up with, I believe, 
with what is posted at

If there are no objections, I'll check this into our CVS as 
"charter.html", and we can get started!
