When the network topology changes, messages can be silently dropped. Update the routing engine such that messages can be automatically re-tried (without participation from the endpoint) when a route is lost. If a message cannot be routed to its destination, Dispatch should do its best to return a RELEASED disposition to the original sender.
Note that this issue pertains to message routing only. The failure-recovery mechanisms for link routing will be different.
