   Adds two new regions to EC2 and S3
   
   - EU (Stockholm) | eu-north-1 | ec2.eu-north-1.amazonaws.com
   - China (Ningxia) | cn-northwest-1 | ec2.cn-northwest-1.amazonaws.com.cn
   
   see https://docs.aws.amazon.com/general/latest/gr/rande.html
   
   All the regions available right now are in the jclouds provider, except Asia Pacific (Osaka-Local), i didn't include this one since it's a special one that can't be accessed by anyone (similar as the -gov- ones)
