[PR] revert: remove Log Is the Runtime blogs [maka]
likun666661 opened a new pull request, #4570:

## Summary
- revert the documentation changes introduced by #4565 and #4567
- remove the Chinese and English Log Is the Runtime blog files
- restore the documentation authority map to its state before the blog directory was added
The removed content remains recoverable from the two original pull requests and their Git history.
## Verification
- `git diff --exit-code aaa4eb7b2 -- docs/README.md docs/blogs` — the affected paths match their state before #4565
