[I] docs: replace stale maka-agent/maka-agent URLs in CONTRIBUTING [maka]

### What happened
On the latest `main`, both `CONTRIBUTING.md` and `CONTRIBUTING.zh-CN.md` still use the pre-incubation `maka-agent/maka-agent` GitHub path for the `help wanted`, `good first issue`, `bug`, and `enhancement` searches, the Discussions link, and the clone command.
The canonical repository is now `apache/maka`. The current documentation exposes the stale project identity and relies on GitHub's redirect. The quick-start commands also retain the old checkout directory name:
```shell
git clone https://github.com/maka-agent/maka-agent.git
cd maka-agent
```
Expected: both CONTRIBUTING files use canonical `apache/maka` URLs and the quick start uses:
```shell
git clone https://github.com/apache/maka.git
cd maka
```
### How to reproduce
1. Open `CONTRIBUTING.md` or `CONTRIBUTING.zh-CN.md` on `main`.
2. Inspect the issue-label and Discussions links near line 26.
3. Inspect the clone commands near lines 49–50.
4. Observe that they reference `maka-agent/maka-agent` and `cd maka-agent` instead of the canonical Apache repository and checkout directory.

### Logs, screenshots, or additional context
Scope the fix to `CONTRIBUTING.md` and `CONTRIBUTING.zh-CN.md`:
- Replace every `github.com/maka-agent/maka-agent` occurrence with `github.com/apache/maka`.
- Change the quick-start `cd maka-agent` command to `cd maka`.
- Do not change the published npm package name `maka-agent` elsewhere in the repository.
Verification:
```shell
git grep -n 'github.com/maka-agent/maka-agent\|^cd maka-agent$' -- CONTRIBUTING.md CONTRIBUTING.zh-CN.md
```
The command should produce no output after the fix. Manually verify that the updated label-search and Discussions links resolve under `apache/maka`.
Related: #3298 updated stale repository URLs in the READMEs, but did not modify either CONTRIBUTING file.
