A package for code common for XSLTC, xalan interpretive and XQuery.

I am working on internalization (in particular collation). The Requirement
of the
work is conformance with XSLT2.0, XPath 2.0, XQuery 1.0 and XPath 2.0
Functions and Operators.
I am trying to be processor independent as much as possible.
Currently I am working from an internal repository. I have common code
in org.apache.xml.utils. I think that the org.apache.xml.utils package is
?too common?,
for this code (XML itself does not have notations of locale or collation).

Maybe it could be good idea to have package (e.g. org.apache.xalan.common)
where we could have such code as well as any code which is common for
XSLT2.0, XPath 2.0, XQuery 1.0 and XPath 2.0 Functions and Operators.
