   @daisy-ycguo @lzbj @houshengbo all the integration tests are failing with `{"error":"Missing cmd key"}` what does this error mean? is `utils.Flags.WithinOpenWhisk`  set to `true` in travis builds? wskdeploy still exits with 0 status which is odd.
