   When creating a topic via the REST API if you create a duplicate topic it returns a 204 instead of the 409 the documentation states or is returned for calls like create namespace.

   Which Pulsar version are you using. It seems the 2.8.0 release fixed the problem:
   ```
   ➜  apache-pulsar-2.8.0 ./bin/pulsar-admin topics create persistent://public/default/test-duplicate
   ➜  apache-pulsar-2.8.0 ./bin/pulsar-admin topics create persistent://public/default/test-duplicate
   15:12:02.434 [AsyncHttpClient-7-1] WARN  org.apache.pulsar.client.admin.internal.BaseResource - [http://localhost:8080/admin/v2/persistent/public/default/test-duplicate] Failed to perform http put request: javax.ws.rs.ClientErrorException: HTTP 409 Conflict
