Description: Introduce a minimal, Hadoop-native Model Context Protocol (MCP) server framework in {{hadoop-common}} ({{{}org.apache.hadoop.mcp{}}}). This is the reusable transport and JSON-RPC layer that later YARN ResourceManager work builds on.
