   Currently, the default value for our Spark configuration parameter `PARTIAL_AGG_SKIPPING_MIN_ROWS` depends on the value of `BATCH_SIZE`, blocking issue #1602.
   
   To preserve the original configuration item semantics, I want to extend the ConfigOption module to support dynamic default values. This will enable Option defaults to no longer only support static configuration, also support lazy loading when used.
