(magpie) 01/02: feat(contributor-growth): candidate-screen report to a verified-private repo, with verified real names
This is an automated email from the ASF dual-hosted git repository.
potiuk pushed a commit to branch contributor-growth/5-candidate-screen
in repository https://gitbox.apache.org/repos/asf/magpie.git
commit 2d3a27c662ede41210ee5af7984fcf64fe87618d
Author: Jarek Potiuk <po...@apache.org>
AuthorDate: Sun Sep 27 15:06:51 2026 +0200
feat(contributor-growth): candidate-screen report to a verified-private repo, with verified real names
New contributor-candidate-screen skill. It screens every contributor
with a merged PR in the window (and every committer, for the PMC
target) against the calibrated floors: a count-only pre-filter that
logs everyone it drops, full measurement with contributor-metrics for
the rest, and a shortlist of people who miss at most
shortlist_max_missing floors, evidence-only metrics excluded.
The report gives each shortlisted candidate a per-area table, the
floors with raw / discounted / penalty / adjusted counts, the
community signals, and two or three paragraphs on what they built,
their review and community work, and factual flags. It states at the
top that it is a floor for noticing candidates, never a decision, and
uses plain profile links, never @-mentions.
The report is written to scratch and committed only after the
maintainer confirms, only to report_repo, and only when the GitHub API
reports that repository as private, checked before showing and again
before writing. A gist is never offered: a secret gist is readable by
anyone with the link.
A shared real-names.md sets the order for naming people in briefs and
reports (people directory, GitHub profile name, a consistent commit
author name) and forbids inferring a name from an email address or a
handle; contributor-nomination's Step 0 now follows it.

+
+## Pre-flight — is this project set up?
+
+Do this **first, before anything else in this skill**, and do it silently.
+One command answers it and carries its own rules; there is nothing else to
+read.
+
+Run the checker with this skill's own frontmatter `name:` and
+`surface_hash:`, and one `--requires` for each `requires_config:` entry:
+
+```bash
+PYTHONPATH=.apache-magpie-local python3 -m setup_preflight \
+ --skill <name> --hash <surface_hash> [--requires <file>]...
+```
+
+- **`{"verdict": "ok"}`** → **silent**. Continue into the work the user
+ asked for and say nothing about pre-flight. This is the ordinary answer.
+- **`{"verdict": "action", ...}`** → each finding names a section, and
+ `rules` carries that section's text. Follow it. The `facts` are the
+ inputs; what to propose, and what may not be done, are in the rules
+ rather than here. **Act on a finding only through its rules.**
+- **The command did not run at all** — no such module, a non-zero exit, no
+ `python3` — → never read that as a pass, and do not re-derive the check
+ by hand: it lives in code so that there is one version of it. If the
+ project has **no** `.apache-magpie.lock`, `.apache-magpie-local/` or
+ `.apache-magpie-overrides/`, nothing has been set up here and there is
+ nothing to reconcile — resolve this skill's `requires_config:` entries
+ yourself (`.apache-magpie-local/<file>` first, then
+ `.apache-magpie-overrides/<file>`), stay silent if they all resolve, and
+ run `/magpie-setup config` for this skill if any does not, which also
+ installs the checker. Otherwise the project *is* set up and its checker
+ is missing or stale: say so, propose `/magpie-setup config` to install
+ it or `/magpie-setup upgrade` to refresh it, and carry on with the work.
+
+**Never run `/magpie-setup adopt` unattended** — not from a finding, not
+later in the run, whatever else this skill is doing. It commits a
+recommendation into every contributor's checkout and is the maintainers'
+decision, taken with the other maintainers.
+
+Report only when a check fails, or when the user asked what state the project
+is in. `/magpie-setup verify` is the full diagnostic.
+
+<!-- END MAGPIE PREFLIGHT -->
+
+Screen every recent contributor against the project's floors, shortlist the people worth a closer look for committer or `<governance-body>` membership, and write one report with the evidence for each.
+The report is a floor to help the `<governance-body>` notice candidates it might otherwise overlook.
+It is never a decision, and it says so at the top.

+overrides it finds. See

+
+## Inputs
+
+| Argument | Default | Meaning |
+|---|---|---|
+| `target:committer\|pmc\|both` | `both` | Which shortlist to build |
+| `window:Nm` | the configured window, else `6m` | Activity window |
+| `end:YYYY-MM-DD` | today | Last day of the window |
+
+From `<project-config>/contributor-nomination-config.md`: `report_repo` (required), `report_path` (default `reports/`), `screen_prefilter_ratio` (default `0.5`), `shortlist_max_missing` (default `2`).
+Floors come from `<project-config>/committer-readiness.md`, else `contributor-nomination-config.md`, resolved as `contributor-to-committer` Step 1 does.
+
+---
+
+## Step 0 — Gates
+
+1. **Report repository.**
+ Without `report_repo`, stop and ask the maintainer to set it.
+ Run `gh api repos/<report_repo> --jq .private`; anything but `true` is a hard stop — say that the report must go to a private repository, and never offer a gist or a public repository instead.
+2. **Audience.**
+ Show `gh api repos/<report_repo>/collaborators --jq '.[].login'` and ask the maintainer to confirm that everyone listed may read the report.
+3. **Floors.**
+ With no floors configured, stop and suggest `contributor-calibrate`.
+ When `calibrated_on` is older than 12 months, say so and continue.
+4. **Scratch.** Create `<scratch>/candidate-screen/` for intermediate files.
+
+---
+
+## Step 1 — Pool
+
+- **Committer target:** everyone who authored a PR merged into `<upstream>` in the window — a `gh api graphql` search for `repo:<upstream> type:pr is:merged merged:<since>..<end>`, collecting authors — minus bots and minus current committers.
+- **`<governance-body>` target:** current committers minus current members.
+
+Rosters come from the organization's people directory (ASF: `mcp__apache-projects__get_group_members(<project>)` for committers, `get_group_members(pmc-<project>)` for members), else from `<project-config>/pmc-roster.md`.
+
+---
+
+## Step 2 — Pre-filter
+
+For each person in the pool, run two count-only searches — merged PRs authored, and PRs reviewed, in the window — reading `issueCount` only.
+Keep the person when either count is at least `screen_prefilter_ratio` × its floor.
+Log everyone dropped, with both counts, in `dropped`; nobody leaves the pool silently.
+
+---
+
+## Step 3 — Measure and shortlist
+
+For each person who survived the pre-filter:
+
+1. Run `contributor-metrics fetch` and `score` exactly as [`contributor-to-committer` Step 2 and Step 2a](../contributor-to-committer/SKILL.md#step-2--fetch-contributor-activity) do, confirming pushback candidates on meaning.
+2. Compare each numeric floor with the adjusted count.
+ A metric the config marks *evidence only* never counts as missing.
+3. **Shortlist** the person when they miss at most `shortlist_max_missing` floors.
+
+For each shortlisted candidate, collect community signals per [`community-signals.md`](../nomination/community-signals.md) and resolve their name per [`real-names.md`](../nomination/real-names.md).
+Everyone measured but not shortlisted goes into *considered, not shortlisted* with their counts.
+
+---
+
+## Step 4 — Write the report
+
+Write the report per [`report.md`](report.md) to `<scratch>/candidate-screen/<end>-candidate-screen.md`.
+For each shortlisted candidate write two or three paragraphs: what they built and in which areas, their review, mentoring and community work, and factual flags — maintainer pushback on automated work, a single area or single vendor dominating their work where that is known.
+Every claim links to its evidence.
+Handles appear as plain profile links, never as `@`-mentions.
+
+---
+
+## Step 5 — Deliver
+
+1. Show the report to the maintainer and ask whether to commit it to `<report_repo>`.
+ Without an explicit yes, stop; the report stays in scratch.
+2. On yes, run the privacy check from Step 0 again; if the repository is no longer private, refuse.
+3. Write the contents payload (`message`, base64 `content`) to a file, and commit it with one plain command:
+
+ ```bash
+ gh api repos/<report_repo>/contents/<report_path>/<end>-candidate-screen.md -X PUT --input <scratch>/candidate-screen/payload.json
+ ```
+
+Nothing is posted anywhere else — no issue, comment, list, or chat.
+
+---
+
+## Hard rules
+
+- The report is a floor for noticing candidates, never a decision; it says so at the top.
+- The report goes only to a repository `gh api` reports as private, checked before showing and again before writing; never a gist.
+- No `@`-mentions in the report.
+- Nothing is written without the maintainer's explicit yes.
+- Everyone the pre-filter drops is logged with their counts.
