The Shale Clay website (all pages within http://shale.apache.org/shale-clay/) has no direct link to JIRA.  Clicking on "Issue Tracking" takes the user to a page that states, "No issue management system is defined. Please check back at a later date."  It should instead take the user to a page similar to (or the same as) the corresponding link on the main Shale website (http://shale.apache.org/issue-tracking.html), which provides links to JIRA and related information.
