Axis 1.1 on Geronimo1.0 M3 fails to save deployment to server-config.wsdd

Hi,
I'm trying to get an Axis 1.1 Web service working on the Geronimo 1.0 
server in Eclipse WTP(Web tools platform). 

The problem I'm seeing is that deployment via 
org.apache.axis.client.AdminClient does not save the configuration to a 
server-config.wsdd file.  It appears to run directly from the cached 
registry and so, if I restart the server the deployment is lost.  Has 
anyone tried this combination and got it to work?  I'm running on windows 
so file write access permissions should not be an issue.  Any 
ideas/suggestions would be greatly appreciated.

Certainly, this could be a Geronimo servlet container problem but I 
thought I'd start here first.  =)
