Thanks Chris,
I see that Public tickets in general, for example, https://issues.apache.org/jira/browse/CB-11853 are viewable without a login. So this issue is specifically for the security level needed for the JIRA summary correct? 

I think most of the confusion for someone filing a JIRA issue would be, what to set the Security Level, None or Public. It would be better if it was a binary choice to lessen the confusion I suppose, but we'll work with what we have.
