   ### What happened?
   
   Dashboard search removes whitespace after checking whether keywords are empty. A whitespace-only keyword therefore survives validation and produces an empty full-text predicate instead of behaving like an empty search.
   
   Before: whitespace-only query -> `pgroonga_condition('')`
   After: whitespace-only query -> no full-text condition
   
   On the local main branch, a request without a query returns 200 while the same request with three spaces returns 500 during the unnecessary full-text lookup.
   
   ### How to reproduce?
   
   1. Run the current main branch locally.
   2. Request `GET /api/dashboard/publicSearch?resourceType=workflow` and observe HTTP 200.
   3. Repeat with `query` set to three spaces.
   4. Observe the empty PGroonga condition in the generated SQL and HTTP 500 locally.
