NSIS plugin status

For anyone who's interested, I've now gotten the NSIS plugin to the point 
where it can generate installers from your POM and project.properties.

There is pluggable support for:
- adding an image (size and position are currently fixed) on the install 
screen
- adding your own registry entries
- adding your own start menu items
- adding your own desktop shortcut
- removing registry entries on uninstall
- checking the environment before install

It's still pretty rough and needs some work, but it does currently 
generate the maven install exe correctly :-)

It needs documenting.
