mod_cookie: Why are cookies generated on every request?

I'm wondering why mod_cookie is generating Cookies (apache=XXXX format) on
_EVERY_ request. Ok, a comment in the module says that it explicitly should
do it this way.

But as I work with cookies I have to say: Cookies are used by CGI-Scripts.
They will generate their own on demand!

What is the practical reason for this approach of mod_cookie?
