Sean Owen resolved SPARK-16396.

    Resolution: Not A Problem

This is a red herring. It means dependencies failed to download earlier and this just happens to be the error that comes out. It's nothing to do with mqtt. Usually it's because you have a firewall stopping you from downloading. It's not a Spark problem; all the Jenkins builds are green.
