Tried it on a build from 11/11. It no longer crashes, but it returns HBASE_ACCESS_ERROR(705) right now:
SQL>set schema seabase.mytest;
--- SQL operation complete.
SQL>create table t (a int);

SQL>grant select on table t to public;

Since grant/revoke is not a R1 feature, as long as it does not crash any processor, a HBASE_ACCESS_ERROR(705) error is considered OK at this point. Close this report for now.
