Seeking feedback on Process: [SPARK-58126][CORE] Support a pluggable SchedulingAlgorithm via configuration

Hello all together,
I raises PR 57257 for above mentioned jira ticket I reported.
I already received some feedback from shrirangmhalgi and would like to know if this is all „correct“ based on the development guidelines, if I could do something better, or if I just need to be patient until a committer can have a look?
This is my first contribution.

Welcome to the Spark community, and thank you for reporting the ticket & working on your first PR!

In summary, there are a few things to keep in mind that can help contributions move along:
- Keep the technical discussion on the PR, so reviewers can follow along and everything stays in one place.
- Addressing review comments as they come in (as you already have been doing) is the main way to progress.
- Of course, patience is key because reviews are volunteer-driven and can in some cases take a bit of time.

Please feel free to ping committers active in the core/scheduler area to take a look and provide feedback on the PR and/or corresponding JIRA ticket.
