Translating documentation currently exists at https://github.com/apache/cordova-docs/blob/master/CONTRIBUTING.md#translating-documentation and https://github.com/apache/cordova-coho/blob/master/docs/doc-translation-process.md with duplicated content.

It is also unclear what of that content is actually still correct and relevant.
