When service instance is created in Ranger Admin - for example a Hive instance named hivedev, the name of the default policies created are of format: {{serviceName-count-timestamp}}; like {{hivedev-1-20160510202411}} and {{hivedev-2-20160510202411}}

Given that these policies are created for all resources (\*), a better name format would be: {{all - <resource1>}}; like {{all - database,table,column}} and {{all - database,udf}}.

Please review and update the naming of the default policies.
