Another release candidate for NB18

Hi,

Due to a minor critical issue (if that isn't an oxymoron!) we're going
to be triggering another release candidate early next week. The issue
affects the Maven repository generation, rather than the IDE itself,
so we should still be on track to move to a vote in the week of May
22nd.

https://github.com/apache/netbeans/pull/5939

Speak up before Monday if there are other high priority issues / PRs
that might deserve being addressed in 18-rc4.

Thanks,

Neil

OK, nothing raised, so I'm syncing and triggering 18-rc4 now.
