   ## Overview
   
   Encodes the attachment URL so it won't fail when the database, document or attachment name contains special characters. 
   
   ## Testing recommendations
   
    - Create a new document with ID `new/doc?1`
    - Upload an attachment
    - Use the View Attachments menu to download the attachment
   
   ## Checklist
   
   - [x] Code is written and works correctly;
   - [x] Changes are covered by tests;
   - [ ] Documentation reflects the changes;
   - [ ] Update [rebar.config.script](https://github.com/apache/couchdb/blob/master/rebar.config.script) with the correct tag once a new Fauxton release is made
