### Describe the enhancement requested
Following the [discussion in the mailing list](https://lists.apache.org/thread/88msflnwkkw8t81czs2ndqhkn1fb1pxd), a new field is_update in the ActionCreatePreparedStatementResult should be included to let clients know which network flow to use in a Flight SQL Prepared Statement.
