[Jelly] Patch to improve namespace error messages

The attached patch (to XMLParser.java) is intended to improve error messages
when there's a problem loading a TagLibrary from an attribute of the form:

  <tag xmlns="jelly:some.other.Class">

Actually it catches more exceptions and logs warnings, as currently done
when the class doesn't exist.

I also fixed a tiny typo in another error message (missing paren).
