Does C++ UIMA include APR-Util?
APR-Util is crypto software under US export regulations:
http://www.apache.org/licenses/exports/. If we include it in C++ UIMA,
we need to do BIS notification, see

According to http://www.apache.org/licenses/exports/ APR-Util is only
classified as export controlled (5D002) for the "development" version.
Versions 0.9x and 1.2x are not.
