Cookies

I am using cookies in my jsp. i have it remember a value call userID and I 
am able to store it and the next time i access the jsp page i can see it BUT 
only after I click refresh. So wat is missing?

BTW i seem to use more of cookies than the session management, is that the 
okay way or is there a better way to remember my users?
