Message Producer send(message) - Timeout

I have been trying to change the time-out value for send() - I have a java
client to C++ Broker.
And If I bring down the broker, it takes 60 seconds for it to come-out. 
The JMS API knows that the broker is down immediately. 

What do I need to do to change this timer to be immediate or 1 second?
