CXF SOAP/JMS Implementation should revise SOAP1.1 fault binding per latest editorial copy

The SOAP/JMS W3C Specification may move shortly to PR state. The PR document has a simpler mapping of SOAP/JMS spec faults to SOAP 1.1 faults. The SOAP 1.1 faultcode is used to convey the JMS fault QName.
