Change to the scheduler service

Eric,
	I noticed that you were the person who changed the scheduler not
to load the jobs from the database unless the scheduler is enabled.
This actually causes the scheduler service to break if the service is
not enabled on startup.  Initialization is the only time that the jobs
will be loaded from the database.
	If this causes a problem for you, just comment out the scheduler
service.
