change SVGPath.toSVGPathData to public?

Hi,

Would it be possible that someone from the Batik team turn the 
org.apache.batik.svggen.SVGPath.toSVGPathData() method to public?
This is a convenient method to get the SVG data description of a shape.

I didn't write that piece of code, but I guess yes, it would be a good idea to 
have it public. I will change that unless Vincent, who wrote that code, has an 
objection.
