Svn propset modifies read-only file
When working with files that have the svn:needs-lock property set we found that the svn propset command will allow a user to set a property on a file that is read-only in windows.
Shouldn't the svn propset command behave like the windows property command and not allow additions/modification to files that are read-only?

you would think it should, but since the propset isnt stored in the file
itself, it is not read-only
