Description:
I would like to be able to distribute a project.xml and maven.xml to the rest of the dev team that employed a plugin they have no knowledge of (say the great new j2ee plugins). If I could specifu in the POM a plugin dependency element and have maven download it from the remote repository if it is not found that would be great!

I know it requires more than just the POM change but I thought I'd start with that since Jason was asking for thoughts

something like this:

  <plugin-dependency>
    <id>maven-ear-plugin</id>
    <version>1.1</version>

  </plugin-dependency>
